Ukraine: EP holds extraordinary session to address four years of Russian war

Ukrainian President Zelenskyy will address lawmakers at an extraordinary plenary session on Tuesday, four years after Russia began its full-scale invasion.

The session will begin at 10:15. After President Zelenskyy's address, broadcast from Kyiv, MEPs will discuss the latest developments in Russia's war of aggression and Europe's contribution to a just peace and lasting security for Ukraine. A resolution will be put to the vote at 11:30.

You can follow the session live in the multimedia center or on EbS+.

European Parliament President Roberta Metsola stressed that the session would send an "important signal" of the EU's continued and unwavering commitment to Ukraine.

Since February 2022, the EU and Parliament have supported Ukraine, condemning Russian aggression, imposing sanctions, and providing financial, political, military, and humanitarian assistance. On February 11, Parliament approved a €90 billion EU loan for Ukraine.

In recent years, Parliament has repeatedly reaffirmed its solidarity and close cooperation with Ukraine. Initiatives include the inauguration of a permanent presence in Kyiv in September 2025, several visits by President Metsola to Kyiv and the Verkhovna Rada, and speeches by Ukrainian President Volodymyr Zelenskyy in the plenary chamber.

Parliament also supported Ukraine's desire to join the EU. Recognizing the country's extraordinary efforts under such difficult circumstances, MEPs encouraged the Ukrainian authorities to continue implementing reforms and called on the European Commission to open negotiations to advance Ukraine's EU accession process as quickly as possible.

Debate: Tuesday, February 24, at 10:15 a.m.

Voting: Tuesday, February 24, at 11:30 a.m.

Procedure: Debate with non-legislative resolution
